This Guide was prepared by the CBA Immigration Law Section to assist members in understanding, interpreting and applying the mobility provisions of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA).

The Guide contains summary information, current as of June 2018, and is intended for general use only. It is not comprehensive or a substitute for legal advice. The Guide was drafted shortly after CETA’s mobility provisions came into force, with the benefit of the Program Delivery Instructions published by Immigration, Refugees and Citizenship Canada about CETA, but before the immigration bar could fully observe how IRCC and the Canada Border Services Agency  interpret the provisions in practice. Members should use professional judgment and analysis in determining whether the guidance should be applied to particular circumstances.
