Whereas use of English or French in the courts is a constitutional right at the federal level, in Québec, Manitoba and New Brunswick under section 133 of the Constitution Act, 1867, section 19 of the Canadian Charter of Rights and Freedoms and section 23 of the Manitoba Act, 1870
