Dear Commissioner Boswell:

We are writing on behalf of the Competition Law and Foreign Investment Review Section of the Canadian Bar Association to congratulate you on your retirement from public service.

As Canada’s Commissioner of Competition, you have guided the Bureau through a transformative period of change. Securing a significant budget increase and investing additional resources to enable vigorous enforcement adapted to the digital economy will stand as a lasting legacy. Your relentless advocacy played a crucial role in the recent successive rounds of amendments leading to the most important reform of the Competition Act in over a decade. Furthermore, you have guided the Bureau in the preparation of recently released – and soon to be released - revised guidelines reflecting the recent amendments which are setting the Bureau’s modernized enforcement policy across major areas of its mandate. Your leadership in shaping the future of Canada’s competition policy and its impact on our economy truly is a tremendous accomplishment.

We are deeply grateful for your continuous commitment to fostering collaboration between the Bureau and our Section. Your personal engagement, as well as your support of active participation of Bureau representatives at various levels, ranging from consultations on Bureau’s guidelines and bulletins, preparation of roundtables, and contribution on conference panels and other programs, is central to our mission. We firmly believe that the Canadian competition policy debate greatly benefits from our ongoing constructive exchanges, with you and your colleagues at the Bureau, and we thank you for your support in maintaining the healthy dialogue. Your steadfast support of our annual conferences over the years, including via your annual remarks (always a highly anticipated cornerstone of our conferences), has enriched our Section.

Once again, congratulations on the conclusion of your term as Commissioner of Competition and thank you again for your exemplary contribution to the public service including in your prior role as Associate Deputy Commissioner and Senior Deputy. It has been an honor and a pleasure to have the opportunity to collaborate with you.
