Foreign investment can be a hard sell to Canadians. Many understand the benefits of an influx of offshore cash but may balk at the sale of a national icon or at a buyer seen to represent hostile interests. The Liberal government came in on a promise to be open to foreign investment and their first steps to clarify the rules are being cautiously welcomed in business circles.
