Jamaican Justice Review Task Force

Mr. Justice Hugh Small

Justice Small has a Bachelor of Laws (Honours ’62) from the University of London and was admitted to the Bars of England and Jamaica in 1963. In 2003 he received a Certificate in Trade Policy and Commercial Diplomacy from the Centre for Trade Policy and the Law, a joint program of Carleton University and the University of Ottawa in Ottawa, Canada. Justice Small was appointed Queen’s Counsel in 1985 and as Justice of the Supreme Court of the Commonwealth of the Bahamas in 2001. Justice Small is recently retired from his position on the bench.

In addition to his legal and judicial experience Justice Small held Cabinet portfolios for Finance and Planning, Industry and Commerce, Mining and Energy, Education and Youth Sports and Community Development in the Government of Jamaica, 1989-1993 and 1976-1980. His international experience includes involvement in several law-related consultancies funded by the World Bank, Inter-American Development Bank, and development agencies of governments of the United States of America and the United Kingdom including, in 2001, an appointment by the Secretary General of the Commonwealth to advise on the reorganization of the Papua New Guinea Defence Force.
