Update on NLD Project

The Vietnam National Legislative Development (NLD) Project was officially launch in May 2013, when the Project Implementation Plan was approved by the Project’s Joint Project Steering Committee, a committee co-chaired by Canada’s Department of Foreign Affairs, Trade and Development (DFATD), then CIDA, and Vietnam’s Ministry of Justice. The Vietnamese partners on the project are the Ministry of Justice, the Law Committee of the National Assembly, the Office of Government, the Ministry of Industry and Trade, the Ministry of Agriculture and Rural Development and the Ministry of Finance. The CBA is the managing partner for the Canadian Executing Agency, which also includes the Ontario Ministry of the Attorney General and Stikeman Elliott LLP. The project is funded by DFATD.

Official opening of the Vietnam National Legislative Development Project office, December 17, 2013The 13-month first phase of the project is focused on supporting the Ministry of Justice in revising Vietnam’s 2008 Law on Laws and on a complementary assessment of the legislative development process in Vietnam. From August to November 2013, the project supported several workshops organized by the Ministry of Justice to discuss the direction and strategy to be taken in the revised Law on Laws. In October 2013, the CBA, along with our partners from the Ministry of the Attorney General for Ontario, hosted a delegation from Vietnam composed of representatives of the Ministry of Justice, the National Assembly and the Office of Government. The delegation’s visit was focused on learning about the legislative development processes used at the federal and provincial levels, particularly with respect to policy development and legislative drafting.

The project is also supporting the development of software that will support Vietnam’s Ministry of Justice in its responsibility to monitor the progress on the development of legislation across the Vietnamese government. A workshop in December was organized to share a beta version of the software with our partners and obtain their feedback.

An official opening of our project office in Hanoi was held on December 17, 2013. The Director of Development for DFATD’s Vietnam Program, Brian Proscurniak, and Vice Minister Dinh Trung Tung of the Vietnam’s Ministry of Justice, made remarks about the importance of the project to both Canada and Vietnam at the event. Mr. Proscurniak stated:

“The National Legislative Development Project is an important project that advances Vietnam’s legal framework that can produce quality legislation and regulations in order to encourage the development of business and economic growth. It is highly relevant to meet Vietnam’s needs to have a consistent, standard and predictable law-making process.”
