The author uses this paper to combine two existing theories of statutory interpretation to allow for a high functioning, unified theory to be utilized by the judiciary. The paper looks at two theories of statutory construction which are thought to be mutually exclusive and contradictory theories, originalism and dynamic or progressive interpretation. Through analysis of both theories and their strengths and weaknesses, as well as a look at the way they interact with one another the author argues that the two opposing theories are truly two sides of the same coin.
