
Mark L. Berlin first joined the Department of Justice as an articling student in 1980 after receiving a B.A. (Toronto); LL.B. (Ottawa); M.Phil (Cambridge). After his articles, Mark worked for the Department of Secretary of State (as it was then known). From 1986 to 1990, he served as Ministerial Liaison Counsel and Chief of the Executive Services Unit in the Deputy Minister’s Office, working closely with then Minister of Justice Ray Hnatyshyn. In 1990 he assumed the position of Senior Counsel, Criminal Law Policy Section. From 1998 through August 2001 he was Departmental Policy Advisor to the Honourable Anne McLellan, then Minister of Justice and Attorney General of Canada. From August 2001 until March 2005, Mark served as the National Executive Director of Outreach and Partnerships at the Department.
Presently, Mark is Director General, International Legal Programs, where he is responsible for repositioning and expanding the Department of Justice’s international legal activities.
Mark continues to teach at the University of Ottawa (Adjunct Professor, Faculty of Law) and for the Law Society of Upper Canada. He has also authored numerous articles and is co-author of Human Rights and Freedoms in Canada.
